Post - shipper carrier codes

This function will add a new shipper carrier code, or modify the description of an existing code.

The inputs are

• Carrier ID - string 25 characters (required)

• Carrier code - string 50 characters (required)

• Carrier code description - string 50 characters

The output will be

• Carrier ID - string

• Carrier code - string

• result - string - contains the result of the function
